UERC’s Conferencing Systems
The Challenge
The Uttarakhand Electricity Regulatory Commission (UERC) sought to modernize its courtroom and conference setups at its Dehradun head office. The existing system was becoming inadequate for the evolving demands of effective communication, particularly with multiple judges and the inclusion of video conferencing requirements for collaborative hearings. The primary challenge was to install an efficient audio conferencing system with seamless communication for three judges and additional participants. The project required an upgrade to user-friendly, reliable audio systems that ensured clarity, intelligibility, and ease of use.
UERC’s goals included:
- Replacing the outdated system
- Integrating 11 gooseneck microphones for judges
- Enhancing overall audio quality and speech intelligibility
- Simplifying the conferencing experience, especially for hearings conducted by three judges
The Solution
As the system integrator, we analyzed UERC’s requirements and designed a customized solution based on the Stapes Audio Conference System. The following steps were taken to address the commission’s needs:
- Installation of 11 Delegate Stations:
To ensure seamless communication between the judges and other hearing participants, we installed 11 high-quality delegate stations equipped with gooseneck microphones. These microphones provided clear, distortion-free audio even in a courtroom environment, facilitating smooth communication. - Strategic Placement of Speakers:
Ceiling speakers were strategically placed to cover the entire room and optimize audio delivery, ensuring every participant received crisp and clear sound regardless of their location. - System Rack and Cabling:
The system rack was installed at a distance from the seating to declutter the room, improving the courtroom’s aesthetics. Digital CAT5 cables were used to ensure high-quality audio transmission with minimal signal loss. - User-Friendly Features:
The solution was designed to be simple for the UERC staff and judges to operate. With intuitive controls, the system required minimal training, enabling smooth transitions during hearings and conferences.
Result
Post-installation, UERC expressed high satisfaction with the modernized audio conferencing system. The following improvements were noted:

By upgrading UERC’s conferencing capabilities with the Stapes Audio Conference System, we have successfully enabled the commission to conduct its operations with higher efficiency, supporting their mandate to regulate the electricity sector with fairness and transparency.
